'No signs of life' under collapsed building, rescuers shift to retrieval operations
MANILA, Philippines — Authorities have seized search and rescue and shifted to retrieval and clearing operations on Tuesday, after determining that there were no signs of life inside the nine-story building in Angeles City, Pampanga that was under construction when it collapsed early Sunday.
