Providing momentum for reforming the prison system
THE Bureau of Corrections, or BuCor, reports that inmate congestion in the New Bilibid Prison in Muntinlupa City has been reduced from 300 percent to 200 percent. At first glance, bringing down the congestion rate hardly seems an accomplishment. About 21,000 prisoners still pack the facility that was originally built in 1940 to hold 3,000.
